Memorandum оn establishing the International Expert Council on Cooperation in the Arctic

Representatives of scientific and expert community of five states (Danish Institute of International Studies, Canadian Polar Commission, The Peace Research Institute Oslo, Center for Strategic Assessments and Forecasts (Russia), and American University in Russia (the USA), having discussed the state of affairs in the sphere of development of international cooperation in the Arctic, have agreed with the proposal about a need for further strengthening of mutual understanding and interaction of experts and scientific workers in the sphere of research and development of the Arctic.

Especially new quality in international cooperation in the Arctic can be achieved by involvement of general public opinion into the problem through relevant structures of the civil society – currently created mechanisms of international cooperation in the Arctic are mainly aimed at the high state level and to a lesser extent – at the level of institutes of the civil society. Particularly for this reason, one of the most important steps may be the creation of the International Expert Council on Cooperation in the Arctic designed to solve the issues of cooperation and expert interaction at a new level.

 

1.      General provisions

1.1.  The International Expert Council on Cooperation in the Arctic (hereinafter the Council) is a scientific expert association designed to harmonize positions and form recommendations for building the relations between the institutions of civil society and representatives of state power on the issues of cooperation in the Arctic.

1.2.  The Council is formed by representatives of analytical organisations of subpolar states: Denmark, Canada, Russia, the USA, Norway. Hereinafter those organizations are referred to as “organizations-constituents of the Council”. It is envisioned that in future the number of the states involved may be expanded.

1.3.  The Council is created in the order of initiative of the expert community and serves as a ground for exchange of opinions on highly relevant issues of cooperation in the Arctic.

1.4.  The main issues of competence of the Council are:

  • features of economic development of subpolar regions;
  • industrial development of subpolar regions (technical, technological and other innovations and needs);
  • climate change and its impact on the Arctic;
  • environmental issues of the Arctic regions;
  • issues of development of tourism in the Arctic;
  • issues of development of transport in the Arctic;
  • security in the Arctic (in the wide sense of the notion «security»).

It is assumed that in the course of the work of the Council newer aspects of its activity will be opened.

 

2.      Objectives and tasks of the Council

2.1.  The main objective of activity of the Council is involvement of general public opinion through expert community and institutions of civil society into matters of discussion of relevant issues of international cooperation in the Arctic.

2.2.  Achievement of the objective is helped by completion of the following tasks:

  • conduct of consultations with engagement of leading national specialists on Arctic problems;
  • exchange of expert opinions on the issues of competence of the Council;
  • expert assessment of projects of cooperation in the Arctic according to directions of competence of the Council;
  • study of public opinion in the issues of development of the Arctic in the Council member countries;
  • analysis of the situation in the directions of competence of the Council and preparation of recommendations on improvement of the activity of the Council;
  • information of the general public about interesting facts from the history of development of the Arctic.

 

3.      Forms of activity

3.1.   Preparation of annual analytical paper “Arctic review” containing integrated country assessments on main directions of competence of the Council, dynamics of their change.

3.2.   Annual meetings of experts.

3.3.   Exchange of «best practices» on the issues of competence of the Council and bringing them to the notice of institutions of the civil society.

3.4.   Discussions of ideas of joint projects on main directions of competence of the Council (projects in the field of tourism, environmental protection, history of development of the Arctic) with engagement of institutions of the civil society.

3.5.   Dialog with leading national experts and expert organization on the issues of competence of the Council.

3.6.   Conduct of contests for young journalists and scientists for the best publication on the issues of competence of the Council.

 

4.      Main results

4.1.   Involvement of large sections of public into the dialog on issues related to cooperation in the Artic and forming of consolidated and harmonized public opinion.

4.2.   Bringing of expert assessments and opinions on the issues of competence of the Council to the notice of decision makers.

4.3.   Implementation of the Internet website (www.iecca.ru)

 

5.      Structure of the activity of the Council  

5.1.   The autonomous Non-profit Organization “Center for Strategic Assessments and Forecasts” is the organizer of the activity of the Council (hereinafter the Organizer).

5.2.   Technical and administrative matters of the Council’s activity are dealt with by the Secretary of the Council, who is appointed by the order of the head of the Organizer.

5.3.   The Council is composed of one representative of each establishing organizations of the Council. On the part of the Organizer – two persons (including a technical secretary).

5.4.   The matters of technical maintenance of the Internet website are dealt with by the Organizer. The editorial policy of the Internet website is determined by the simple majority of votes at the general voting of the Council members.
