Now foreign vessels carrying tourists across the border of Russia can walk in inland sea waters and in the territorial sea of the Russian Federation between ports open for calls by vessels flying the flag of a foreign state, with the exception of prohibited and temporarily dangerous areas for navigation. At the same time, the entry of foreign tourist vessels into the areas adjacent to the territories of the subjects of the Russian Federation entering the Arctic zone and the Far Eastern Federal District is possible only to ports or points according to the list approved by the government of the Russian Federation.
The bill proposes that in this list indicate specific ports or points in which foreign tourist vessels are allowed to embark tourists and land them on shore. "The need for such landing at some ports and (or) points is due to the presence on their territory of attractive sites (historical sites that represent a valuable world historical heritage of Arctic development, natural places with unique flora and fauna of the Arctic circle)," the Cabinet explains.
"At the same time, it is necessary to provide for calls to ports and (or) points without landing to shore, which will expand the list of tourist routes, increase the tourist flow and increase interest in the Russian Arctic," the Cabinet considers.
It is expected that the definition of ports and points where passengers can be ashore will prevent foreign tourists from entering the territory of facilities designed to ensure the defense and security of the state. And the information about the possibility of the foreign tourists going ashore will allow tour operators to plan the routes of ships with the least risks, visiting tourist sites located, including on land.
The bill also allows foreign tourist ships carrying passengers, tourists, while navigating in inland sea waters and in the territorial sea of the Russian Federation, to load supplies in ports.
